Can i allow only urls beginning with http:// or https:// https urls in the address bar of the safe browser?

Yes, you can. When you create a shortcut of a URL, you can select properties for the safe browser. To create a URL shortcut click 'Shortcuts' -> click Add -> click radio button saying 'I want this to be a URL that will open in a special, safe browser' -> checkmark 'Allow only HTTP and HTTPS URLs in the address bar' in 'Safe web browser properties' menu. Go on with creating the shortcut and click 'Save' button when finished.
